The annual rate of interest shall be

DCD Subsidiary Loans for seasonal credi t
1.
The DCD shall provide the VCCS with an amount of at least

farmers in the form of short-term credit for seasonal loans:
(a)
the annual rate of interest payabJe by the VCCS on

The said short-term credit shall be made available by the

CMIO shall:
(ί)
for the purpose of developing viable farm units and reducing
management costs,

a minimum mi1k delivery

in terms acceptable to the Fund;

for the purpose of reducing transport costs and facilitating
loan recovery, introduce a system of zoning for the delivery
of milk and the subsequent allocation to processing plants;

appoint agents to transport milk from the cooling centres
to designated processors;

for the purpose of promoting a gradual1y increasing direct
participation by the beneficiaries

as far as possible, the operation of the cooling centres referred'
