The disbursement percentages

(a) Withdrawals from the Loan Account for incremental

Notwithstanding the al1ocation of an amount of the Loan

if the Fund
has reasonably est imated that the amount of the Loan then allocated to any
cat~gory
will be insufficient to finance the speci fied percentage of a11 expendi–
tures in that category, the Fund,

the Borrower and the Cooperating Institution may:

reallocate to such cate–
gory, to the extent required

meet the estimated shortfal1, proceeds of
the Loan 'V:hich are then allocated

and
(ii)
if such reaI–
Jocation cannot fu11y meet the estimated shortfall, reduce the disbursement
