ARTICLE
ΧΙΙΙ
1.
For the safe manning

the territories

the two Contracting
Parties with qualified personnel, owners

Contracting Party
may
engage qualified
officers and crew who are nationals
ο!

Cantractiηg
Party, subject to the rules and regulations

Contracting Party.

The terms and conditions

Party's territory shall be determined by the aompetent
authorities in consultation, where necessary, with the
