Arnendment

(1) The Counci1 rnay, by a distributed two-thirds rnajority vote, recornmend
an amendment of this Agreement to the Contracting Parties. The amendrnent
sha11 become effective 100 da:'s after the Secretary-Genera1 of the United
Ndtions has received notifications of acceptance from Contracting Parties
representing at 1east 75 percent of the exporting countries holding at
1east 85 percent of the votes of the exporting Members, and from Contracting
Parties representing at least 75 percent of the importing countries
holding at least 80 percent of the votes of the importing Members. The
Council shall fix a time

which Contracting Parties shall notify the
Secretary-General of the United Nations of their acceptance of the
a~endment.
If,

the percentage requirements for the
entry into effect of the
amend~ent
have not been met, the amendment shall
be considered withdrawn.
(2) Any Contracting Party

has not notified acceptance of an
amendment within the period fixed by the Counci1, or any territory which
is either a Member or a party to a Member group

notification has not been made by that date. shal1 cease to participate
