Council may grant an extension

which is applying this Agreement provisional1y may deposit its instrument
of ratification, acceptance or approval.
(3) If this Agreement has not entered into force definitively or
provisional1y

1 October 1983 under the provisions of paragraph (1) or
(2) of this Article, those Governments which have deposited instruments
of ratification, acceptance, approval or accession or made notifications
containing an undertaking to apply this Agreement
proνisionally
and to
seek ratification, acceptance

approval may, by mutual consent, decide
that it shall enter into force among themselves. Similarly, if this
Agreement has entered into force provisionally but has not entered into
force definitively

31 December 1983, those Governments which have
deposited instruments of ratification, acceptance, approval

paragraph (2) of this Article,
rnay, by rnutual consent, decide that it shall continue

Artic1e 62
Accession
(1) The Governrnent of any State member of the United Nations or of any
of its specialised agencies may accede to this Agreement upon conditions
which shall be established by the Counci1.
(2) Instruments of accession shall be deposited with the Secretary–
Genera1 of the United Nations. The accession sha11 take effect upon
deposit of the instrument.
