Entry into force

(1) This Agreement shall enter into force definitively

1 October 1983
if by that date Governments representing at least 20 exporting Mambers
holding at least 80 percent of the votes of the exporting Members and at
least 10 importing Members holding at l'east 80 percent of the votes of
the importing Members, calcu1ated as at 30 September 1983, have deposited
their instruments of ratification, acceptance or approva1. A1ternative1y,
it sha11 enter into force definitive1y at any time after 1 October 1983

force in accordance with the provisions of
paragraph (2) of this Article and these percentage requirements are
satisfied by the deposit of instruments of ratification, acceptance or
approval.
(2) This Agreement may enter into force provisiona11y

Government which undertakes to apply this Agreement
provisiona11y pending the deposit of an instrument of ratification,
acceptance or approval sha11 be regarded as a provisiona1 party thereto
until it deposits its instrument of ratification, acceptance or approva1,
