(4) The obligations established

Article shall not derogate from any conflicting bilateral or multilateral

countries

to the entry into force of this Agreement, provided that
any importing

has such conflicting obligations shall

them out

such a way as to minimise any conflict with the ob1igations
estab1ished

the preceding paragraphs. Such Member shall take steps as
soon as possib1e to bring its obligations into harmony with the provisions
of paragraphs (1) and (2) of this Article and shal1 inform the Council of
the details of the

obligations as wel1 as of the steps taken
to minimise

eliminate the conflict.
(5) If an importing Member fails to comply with the provisions

Article the Council may suspend both its voting rights

the Council and
its right to have its votes cast

the Board.
