The affixing of such stamps to Certificates of Origin may be one of the
means prescribed for the va1idation of such Certificates. The Counci1
may make simi1ar arrangements for the validation of other forms of
Certificates and for the issuing of other forms of coffee stamps

conditions to be determined.
(5) Each Member sha11 notify the Organization of the government or
non-government agency which is to perform the functions specified

paragraphs (1) and (2) of this Artic1e. The Organization sha11
specifica11y approve a non-government agency upon submission by the Member
of satisfactory evidence of the agency's abi1ity and wi11ingness to
fu1fi1 the Member's responsibi1ities

Counci1 rnay at any tirne, for cause, declare a particular non-government
agency to be

time it wi11 be able to satisfy
itse1f that a11 forms of Certificates are being issued and used correctly
and to ascertain the quantities of coffee which have been exported by
each Member.

provisions of paragraph (5) of this Article sha11 keep records of the
Certificates issued and the basis for their issue, for a period of not
less than four years.
