Article 42
Compliance with quotas
(1) Exporting Members sha11 adopt the measures required to ensure full
comp1iance with al1 provisions of this Agreement re1ating to quotas.

addition to any measures the Member itse1f may take, the Council may
require such Member to adopt additional measures for the effective
irnplementation of the quota system provided for
ίη
this Agreement.
(2) Exporting Members sha11 not exceed the annua1 and quarter1y quotas
a110cated to them.
(3) If an exporting Member exceeds its quota for any quarter, the Counci1
sha11 deduct from one or more of its subsequent quotas a quantity equal
to 110 percent of that excess.
(4) If an exporting Member for the second time exceeds its quarter1y
quota, the Counci1 sha11 make the same deduction as that provided for

(5) If an

quarter1y quota, the Council sha11 make the same deduction as provided
for

paragraph (3) of this Artic1e and the voting rights of the Member
sha11 be suspended unti1 such time as the Council decides whether to
exc1ude such Member from the Organization under the provisions of
Article 66.
