Article 4
Membership

the Organization

(1) Each Contracting Party, together with those territories to which this
Agreement is extended under the provisions of paragraph (1) of Artic1e 64,
sha11 constitute a sing1e Member of the Organization, except as otherwise
provided for under the provisions of Articles 5,
6
and 7.
(2)

Member may change its category of membership

such conditions as
the Counci1 may agree.
(3) Any reference

this Agreement to a Government sha11 be construed as
inc1uding a reference to the European Economic Community, or any inter–
governmenta1 organization baving comparab1e responsibilities
ίη
respect of
the negotiation. conc1usion and application of internationa1 agreements.

particular commodity agreements.
(4) Such intergovernmental organization sha11 not itse1f have

votes
but
ίη
the case of a vote

matters within its competence it shall be
entitled to cast co11ectively the votes of its Member States.

cases, the Member States of such intergovernmental organization shal1 not
be entitled to exercise their individual voting rigbts.
(5)
The provisions of paragraph (1) of Artic1e 16 sha11 not apply to such
intergovernmenta1 organization but it may participate
ίη
the discussions
of the Executive Board

matters within its competence.
Ιη
the case of a
vote
οη
matters within its competence, and notwithstanding the provisions of
paragraph (1) of Artic1e 19, the votes which its Kember States are entit1ed
to cast
ίη
the Executive Board
may
be cast col1ectively by any one of those
Hember States.
