The participants at the Conference of Representatives of Governments of Developing Countries for
the Establishment of the International Center for Public Enterprises

Considering:
-the growing role and importance of the public sector

the national economies of the developing
countries,
-the fact that the number of public enterprises
ίη
developing countries is increasing,
-the determination
οί
developing countries to achieve full sovereignty over their natural resources,
-that the destabilizing influence of transnational corporations constitutes a fact the developing coun-
tries have to face
ίη
the process
οί
their economic emancipation,
-that there is a growing perspective for the establishment
οί
multinational enterprises by developing
countries based
οη
their real interests,
-that the principles and decisions
οη
mutual cooperation between non-aligned and other developing
countries, inscribed
ίη
the Economic Declaration and Programme of Action adopted at the Confe–
rence

Heads of State or Government of
Non-Alίgned
Countries held

Algiers, 5-<) September
1973, have acquired concrete form

international forums
ίη
the form of the Establishment of a New
International Economic Order, the adoption of the Charter

the Economic Rights and Duties of
States, the Declaration of Dakar (February 1975) and

the economic system of Latin America
(CELA) and the multinational maritime transportation company

the Carribbean region (NAMU–
CAR),
-the fact that

the Socialist Federal Republic

Yugoslavia the International Center for
Publίc
Enterprises has already been founded

Ljubljana, the Socialist Republic

Slovenia and that the
Government

Socialίst
Federal Republic of Yugoslavia,

response to the wishes of represen–
tatives

developing countries, has consented for the Center to become the joint institution of de–
veloping countries,
-that the Conference

Ministers

Foreign Affairs of Non-aligned countries held from

August 1975,

Lima, invited non-aligned and other developing countries to join the International
Center for Public Enterprises
ίη
Ljubljana, founded by the Socialist Federal Republic ofYugoslavia,
-the vital need

intensifying and promoting mutual cooperation and exchange of information, and

particular cooperation between institutions concerned with the advancement
οί
public enterprises,
for the purpose
οί
facilitating the task of governments
ίη
developing their national economies and
stimulating economic growth,
-the diversity of forms characterizing the development and operation

enterprises which are not
privately owned
ίη
developing countries-
inter

social enterprises, self-managed enterprises–
cooperative enterprises, socialist enterprises- the term " public enterprises " has been used to ex–
press briefly and succinctly such diversity of forms.
