(2)
The above Accounts have been examined under m y direction in accordance with section 44 (2) of the Social Insurance
Law, and I certify, as a result of this audit, that in m y opinion the Accounts are correct subject to the following
observations:—
(1) Depreciation on additions and alterations to Government owned buildings has been provided for at the rate of 5%.
This was based on the assumption that Government would allow the Social Insurance Fund the free use of the
premises for a period of 20 years. Government approval for this has not yet been obtained.
It was mentioned in paragraph 2 of m y report on the 1957 Accounts that contrary to the proviso to section 5 of the
Law employers' contribution and Government contribution in respect of exempt persons who were monthly-
paid Government officials had not been made. This omission is the result of the method of accounting for
deductions at present in use in the Central Pay Office of the Treasury. The Acting Treasurer has been requested
to examine the practicability of amending the present system which it is hoped will remove this anomaly.
(3) Monthly paid civil servants who were granted sick leave during the year did not claim any sickness benefit from
the Fund as Government continued to pay full salaries without abatement. The question of abatement of
sickness benefits for civil servants has not yet been settled.
