may be directed by the Committee of Management,
together with any other expenses incurred in the
management of the Scheme shall be a charge on the
Scheme. The accounts shall be kept in the offices of
the Medical Department.
Audit.
5. The accounts of the Scheme shall be open to
Government audit inspection at all times and shall be
audited annually.
Physician.
6. The Director of Medical Services shall entrust
to Government Specialists, District Medical Officers,
Medical Officers, Ophthalmologists and Dental
Officers, all medical and dental matters appertaining
to the Social Security Scheme. All the above stated
Officers shall be responsible to the Director of Medical
Services in all medical and dental matters resulting
from the application of the Scheme, and are herein–
after referred to as " the Physician " :
Provided that the Committee may also appoint,
for special purposes, any private medical practitioner
or dentist, either on a full-time or part-time basis,
to perform such work.
Medical Board.
7. The Chairman of the Committee may form a
Board of Medical Officers to decide any question in
dispute relating to the medical treatment, physical
condition, or state of health of a Contributor.
Contributor.
8. A Contributor shall contribute ten mils
(£0.010) per pound or nearest pound of wages
earned, or such other rate per pound as the Committee
of Management may, with the approval of Govern–
ment, fix from time to time ; and an equal contribu–
tion shall be made by Government, or by his or her
employer.
Husband and Wife.
9. If both husband and wife are accepted as
Contributors they shall each pay contribution in
accordance with rule 8.
Family of Contributor.
10. For the purposes of the Scheme a Contributor's
family shall consist of his wife and children under the
age of 16. Children over 16 shall be allowed
benefits provided they are receiving whole-time
education or training at an approved educational or
technical institution and are wholly dependent upon
the Contributor.
Working Week.
11. The contribution shall be deducted from all
payments made to Contributors taken together,
including wages, family allowances, charge allowances,
overtime payments, bonus for output, sick leave
payments, or vacation leave with pay, irrespective
of the number of days worked in the week.
Obligation to become a Contributor.
12. Every Regular Employee shall be examined
by the Physician, and, if the Physician certifies that
he is capable of work and that he does not suffer
from a chronic disease which affects or is likely to
affect his general state of health, he shall become a
Contributor to the Scheme.
Contributor who becomes a burden to the Scheme.
13.—(1) The Committee may require any Contri–
butor or member of his family who, as a result of
repeated illness, has become a burden upon the
Scheme to be re-examined by the Physician or a
Medical Board ; and if the Physician or the Medical
Board certifies that his physical condition is such that
he is likely to continue to be a burden on the Scheme,
the person concerned shall cease to be eligible for
benefits from the Scheme. In such a case it shall be
optional for the Contributor to continue contribu–
tions in order that other members of his family may
be eligible for benefits.
(2) Should a Contributor as a result of a medical
examination by either the Physician or a Medical
Board be found to be malingering, such Contributor
shall forfeit his full pay in respect of the days during
which he has been found to be malingering ; and in
case such Contributor has been paid sickness benefit
in respect of these days, the Committee shall have
power to deduct an equal number of days from either
the balance of sick leave due to him in that parti–
cular year, or, should there be no sufficient balance
of sick leave to his credit, from the sick leave for
which he may become eligible in the following year.
Cripple and non-disabling chronic diseases.
14.—(1) A Regular Employee, who is a cripple or
suffers from a local disease, which, in the opinion of
the examining Physician, does not affect his general
health, is acceptable as a Contributor on condition
that the Scheme shall not entertain any claim
resulting from this disability or disease.
(2) If within two years after acceptance by the
Scheme, the Physician finds that a Contributor was,
prior to his admission, suffering from a particular
disease which would, if diagnosed, have rendered him
unacceptable under rule 12, the said Contributor
shall not be entitled to any benefit from the Scheme
in respect of this disease.
Identity Card.
15. O n being found acceptable after medical
examination, the Contributor shall fill in a form of
particulars which shall be in the form approved by
the Committee from time to time ; and such form
shall be forwarded by the employing Department or
concern to the Chairman, who shall then issue to him
an Identity Card which shall be valid in the first
instance for six months but may be renewable for
further periods of six months or such shorter period
as will enable the Contributor to benefit from the
provisions of rule 16. The Identity Card shall be
in the form approved by the Committee from time
to time.
On discharge.
16. A Contributor discharged from his employ–
ment shall be eligible for benefits, other than sick
pay, under the Scheme for a period equal to that
for which he has contributed to the Scheme but not
exceeding six months. Whenever a Contributor
is discharged or dismissed or resigns, the Chairman
must be informed immediately by the employing
Department or concern.
Re-employment.
17. If a Contributor is re-employed he shall
resume payment of his contribution immediately,
the Chairman being forthwith informed of such
re-employment.
Medical Treatment.
18. A Contributor and his family are eligible for
free medical treatment by the Physician. The
Government, however, shall recover from the Scheme
the charges set out in the Schedule hereto.
Sick Leave.
19. Subject to the provisions of these Rules and
on production of the prescribed form signed by the
Physician that he is unfit to work, a Contributor
shall receive sick leave on full pay up to a maximum
of forty working days in any one calendar year.
Payments for sick leave for any period exceeding six
consecutive days shall be made only on the specific
authority of the Chairman. Sickness Certificates
or certified copies thereof must be attached to the
relative payment vouchers :
Provided that no payment of sickness benefits
shall be made to any Contributor in respect of the first
