13.
LocaJ competitive bidding procedures of the Borrower, acceptabJe

each contract for the supply of vehicles, small cornputer,
audio visual aids and office supplies estimated to cost less

(b) hereof for off–
the-shelf items, equipment and consumable materials with a value of less

$5,000
equivalent for each contract the same may be purchased

15.
