WHEREAS:

the Borrower has requested the Fund for a loan for the purpose
of fjnancing the project described in Schedule
1
to this Agreement (hereinafter
referred to as the

the Loan is to be adrninistered by the Cooperating Institution
to be appointed by the Fund in accordance

the provisions of this Agreernent;
and
(C) the F und has agreed,

the basis, inter alia, of the foregoing,
to make a loan to the Borrower upon the terms and conditions hereinafter
set forth;
