Un1ess the Bank sha11 otherwise agree, the Borrower sha11
estab1ish and thereafter maintain the f0110wing:

Α
Project Imp1ementation Unit (PIU) for the management and
superνision
of a11 construction works under the Project shall be
estab1ished not 1ater than July 31, 1984. The

tbe responsibi1ity of a Project Director and sha11 be staffed
with the fo110wing personne1 who sha11 take

thelr pos1tions at
the time the

is estab1ished and remain for the entire imp1e–
mentation period: (a) one Project Manager for

Kouris Dam and
one Project Manager for the Main Conveyor and the Kokkinokhor1a
irrigation system, and (b) engineering consultants to assist 10
construction supervision

the faci1ities to be constructed
under the Project. Said Project Managers, who shall report to the
Project Director, shall assist

the management and coordinat10n
of the Project and
ίη
the initial operation of the faci1ities to
be constructed under the Project. The Project Manager for the
Main Conveyor and the Kokkinokhoria irrigation system sha11 be
assisted by two Deputy Project Managers, one for engineering and
one for agriculture. Consu1tants sha11 be emp10yed, as and wheo
needed, to assis t, inter a1ia, i n design and i n preparatory
engineering work for Part G. 2

Project Po1icy and Coordination Committee (PPCC) sha11 be
established not later than July 31, 1984.
The Director-General

MANR shal1 chair the PFCC. The other
members
οί
the Committee shall be the Director-Genera1s
οί
Finance, Interior, Commerce and Industry and the Planning Bureau,
the Director
οί
WDD and the Project Director, who wi11 a1so act

the PPCC's Secretary.
The PPCC shall meet, as and when needed, but
ίη
any event at
1east once a year and shall be responsib1e for the fol10wing:
(a) relations with external agencies provid1ng financing
for the Project, and coordination
οί
their activit1es;
(b) coordination
οί
the act1vities of the departments and
agencies concerned with the Project;
(c) estab1ishing and coordinating the policies to be
applied by such departments and agencies as concerns,
for example (a) 1and acquisition for Project works, and
(b) the annual work programs of said departments and
agencies, together with staff1ng requirements for pur–
poses
οί
executing those programs;
(d) determining water al1ocations for specific purposes and
making
recomιnendations
to the appropriate authorit1es
οη
the 1eve1 of water charges to be co11ected so as to
ensure that funds are avai1able,

and when needed,
for purposes of ensuring the efficient operat1on and
maintenance of Project works.
3.
Two Project Advisory Committees (PACs) shall be established
not later than July 31, 1984.
(a) The PAC for domestic water supp1y sha11 be chaired
by the Director of WDD. Other members sha11 1nclude
the Project Dlrector and the Distrlct Officers of
Famagusta, Larnaca, Llmasso1 and Nicosla;
