Agreement shall cease to extend to such territory from the date of such
notification.
(4) When a territory to which this Agreement has been extended under
the provisions of paragraph (1) of this Artic1e subsequently attains its
independence, the Government of the new State may, within 90 days after
the attainment of independence, dec1are by notification to the Secretary–
General of the United Nations that it has assumed the rights and
obligations of a Contracting Party to this Agreement. It sha11, as from
the date of such notification, become a Contracting Party to this
Agreernent. The Council may grant an extension of the tirne within which
such notification may be rnade.
Article 6S
Voluntary withdrawal
Any Contracting Party may withdraw from this Agreement at any tirne by
giving a written notice of withdrawal to the Secretary-General of the
United Nations. Withdrawa1 shall become effective

Article 66
Exclusion
If the Council decides that any Member is
