- CONSULTATIONS,

Consu1tations
Each Member shal1 accord sympathetic consideration to, and shal1

afford adequate opportunity for. consu1tation regarding such representations
as may be made by another Member with respect to any matter re1ating to
this Agreement.

the course of such consu1tation,

party and with the consent of the other, the Executive Director sha11
estab1ish an independent panel which sha11 use its good offices with a
view to conciliating the parties. The costs of the pane1 sha11 not be
chargeab1e to the Organization. If a party does not agree to the
establishment of a pane1 by the Executive Director, or if the consultation
does not 1ead to a so1ution, the matter may be referred to the Counci1

accordance with the provisions of Artic1e 58. If the consu1tation does
lead to a solution, it sha11 be reported to the Executive Director who
shal1 distribute the report to a11 Members.

Artic1e 58
Disputes and comp1aints
(1) Any dispute concerning the interpretation or application of this
Agreement which is not sett1ed by negotiation shal1, at the request of
any Member party to the dispute, be referred to the Counci1 for decision.

any case where a dispute has been referred to the Counci1 under
the provisions of paragraph (1) of this Artic1e, a majority of Members,
