October 1984. Before the comp1etion of this period the Counci1 sha11.
if necessary, set the basic quotas for the remainder of the life of the
Agreement.
(3) If the Council fails to set basic quotas
ίη
accordance with the
provisions of paragraph (2) of this Article and unless it decides otherwise
quotas shall be suspended notwithstanding the provisions of Article 33.
(4) Quotas may be reintroduced at
any
time after their suspension under
the provisions of. paragraph (3) of this Article as soon. as the Council
has set the basic quotas

accordance with the provisions of paragraph (2)
of this Artic1e provided that the relevant price conditions referred to

Artic1e 33 are met.
(5) The provisions of this Artic1e sha11 app1y to Ango1a under the
conditions set out

Article 31
Exporring Members exempt from basic quotas
(1) The Members 1isted
ίη
Annex 2, exc1uding Burundi and Rwanda, sha11
together have an export quota corresponding to 4.2 percent of the g1oba1
annua1 quota set by the Counci1 under the
prσvisions
of Artic1e 34.
(2) The quota referred to
ίη
paragraph (1) of this Artic1e sha11 be
distributed arnong the Members 1isted
ίη
Annex 2
ίη
accordance with the
percentages shown
ίη
co1umn (1) of that Annex.
(3) Any exporting Memher listed
ίη
Annex 2
may
at any time request the
Counci1 to estab1ish a basic quota for it.
