accordance with the
prσvisions
of paragraph (6) of
Artic1e 13 at the beginning of the financial year for which contributions
are assessed, such contributions shall be correspondingly adjusted for
that year.
Ιη
determining contributions, the votes of each Member shal1
be ca1cu1ated without regard to the suspension of the voting rights of any
Member or any redistribution of votes resulting therefrom.
(3) The initia1 contribution of any Member joining the Organization after
the entry into force of this Agreement shall be assessed by the Council

the basis of the number of votes to be held by it and the period

the current financial year, but the assessments made

for the current financial year shall not be altered.
Article 26
Payment of contributions
•
(1) Contributiorts to the Administrative Budget for each financial year
sha11 be payab1e

freely convertible currency and shal1 become due

financial year.
(2) If any Member fai1s to pay its full contribution to the Administrative
Budget within six months of the date

which the contribution is due,
both its voting rights

the Council and its right to have its votes cast

the Board shall be suspended until such contribution has been paid.
However,

the Council by a distributed two-thirds majority vote so
decides, such Member sha11 not be deprived of any of its other rights nor
relieved of any of its obligations under this Agreement.
