(3) The Executive Director shall appoint the staff

accordance with
regulations established by the Council.
(4) Neither the Executive Director nor any member of the staff shall have
any financial interest

the coffee industry, the coffee trade or the
transportation of coffee.

the performance of their duties, the Executive Director and the
staff shall not seek or receive instructions from any Member or from any
pther authority external to the' Organization. They shall refrain from any
action which might reflect

their position as international officia1s
responsib1e on1y to the Organization. Each Member undertakes to respect
the exc1usively international character of the responsibi1ities of the
Executive Director and the staff and not to seek to inf1uence them in
the discharge of their responsibilities.
Article 22
CόΟΡeratiοn
with other organizations
The Council may make arrangements for consultation and cooperation
with the United Nations and its specialised agencies and with other
appropriate
intergoνernmental
organizations. Such arrangements may
include financia1 arrangements which the Council considers appropriate
for achieving the
objectiνes
of the Agreement. The Council may
inνite
,
these organizations and any organizations concerned with coffee to send
obserνers
to its meetings.
