Article 12
Sessions of the Counci1
As a general rule, the Council shall hold regular sessions

year. It may hold special sessions should it so decide. Special
sessions shal1 also be held at the request of the Executive Board, of
any five Members,

of a Member or Members having at least

votes.
Notice of sessions shal1 be given at least 3Q days in aavance except
ίη
cases of emergency. Sessions shall be held at the seat of the
Organization, unless the Counci1 decides otherwise.
Article 13
Votes
(1) The exporting Members sha11 together ho1d 1,000 votes and the
importing Members sha11 together ho1d 1,000 votes, distributed within
each category of Member - that is, exporting and importing Members,
respective1y - as provided for

(2)
Each Member sha11 have five basic votes, provided that the total
number of basic votes within each category of Member does not exceed 150.
Shou1d there be more than 30 exporting Members

Members, the number of basic votes for each Member within that category
of membership sha11 be adjusted to keep the number of basic votes for
each category of Member within the maximum of 150.
