Live bees and silkworms are allowed to pass by letter post on condition that they are
sent in suitable cases, and so packed as to avoid all risk of injury to officers of the Post
Office or to other packets.
Printed Papers and Commercial Papers must be posted either without a cover or in
an unfastened envelope, or in a cover which can be easily removed for the purpose of
examination without breaking any seal, or tearing any paper, or separating any adhering
surfaces. A packet posted without a cover m a y not be fastened or otherwise treated so
as to prevent easy examination. It may, however, be secured with string.
Samples must be sent in such a manner as to be easy of examination and, when
practicable, must be sent in covers open at the ends.
