It is laid down in the Instructions under tbe Boyal Sign Manual and Signet, dated the 9th August, 1907, that the
Executive Council of the Island shall, save as thereinafter provided, consist of such persons not exceeding four, holding
public offices within the Island as the High Commissioner may by an Instrument or Instruments made in His Majesty's
name and nnder the Public Seal of the Island, constitute and appoint to be Members thereof. Whenever any such
Member shall die, or resign his seat in the said Council, or be absent from the Island, or be lawfully suspended from his
office, or become from any cause incapable of discharging the duties thereof, the High Commissioner may by any such
Instrument as aforesaid nominate any other person w h o m he shall think fit, being within the Island, tofillany snch
vacancy.
In addition to the Members appointed under the above-mentioned clause the High Commissioner may by an
Instrument made in His Majesty's name and nnder the Public Seal of the Island, appoint anyfitpersons residing in the
Island, not exceeding three in number at tiny one time, to be Members of the said Executive Council, and summon snch
Additional Members to the meeting of the said Executive Council on any occasion on which he shall think it desirable
to obtain their advice.
Provided that meetings of the said Executive Council
be held to be duly constituted notwithstanding that the
said Additional Members may not have been summoned thereto.
If any elected Member of the Legislative Conncil of the Island be appointed an Additional Member of the said
Executive Council he shall cease to be such Additional Member as soon as he ceases to be Member of the Legislative
Council, and* if any person who is not an elected Member of the Legislative Cmut/jil be appointed to be an Additional
Member of the Executive Council he shall vacate his seat as such Additional Member at the end of three years from the
date of the Instrument by which he is appointed.
