PRINTED PAPERS, COMMERCIAL PAPF.P.S AND SAMPLES.
N o packec of newspapers, commercial papers or princed papers must exceed uibs. in
weight, and che weight of a packet of patterns is limited co 12 ozs. The .size of a packet of
•patterns is limited co 12 inches in length, 8 inches in wideb. and 4 inches in depch.
If only parcly prepaid they will be chargeable on delivery with double the deficiency of
postage ; if unpaid chey will be stopped.
T h e articles which are entitled to be sent at the rate applicable to Printed Papers are
mostly impressions or copies obtained upon paper, parchment, or cardboard, by means of printing,
lithography, engraving, photography, or any other mechanical process easy to recognise.
This description includes the undermentioned articles wholly printed :—Newspapers, books
(9titched or bound), periodical works, pamphlets, sheets of music, visiting cards, address cards,
proofs of priming, plans, maps, catalogues, prospectuses, announcements, circulars, lotices,
engravings, photographs, and designs.
Besides these articles, there are some others which, though not printed matter, are admitted,
as, for instance, manuscript intended for the press (when sent with the relative proof), papers
impressed for the use of the blind, albums containing photographs, and cardboard drawing
models stamped in relief.
Anything, not being of glass, usually attached or belonging to any of the before-mentioned
articles, in the way of binding, mounting, or otherwise, and anything convenient for their safe
transmission by post, may also pass at the rate applicable to such articles, provided it is contained
in the same packet.
Proofs of printing or of music may bear corrections with a pen and may have manuscript
annexed to them ; circulars, etc., may bear the signature of the sender, his trade or profession,
place of residence and a date. A book or Christmas and N e w Year's cards may have a dedication
or complimentary inscription in manuscript and printed or lithographed stock or share lists, prices
current and market reports m a y have the prices added in writing. Compliments not to exceed
five words m a y be written on visicing cards senc ac che Book rate of Postage. Mechanical repro–
ductions (not less than 20) of a manuscripc or type-written original may pass as printed papers
if handed over the Post Office Counter. Albums containing photographs, and paper or books
impressed for the use of the blind may pass as printed papers.
Commercial Papers comprise all papers or documents written or drawn wholly or partly by
hami (excepc leccers or comrnunicacions in th£ nature of leccers, or other papers or documents
having the character of au actual and personal correspondence), documents of legal procedure,
Deeds drawn up by public functionaries, copies of or extracts from Deeds under private seal
writcen on scamped or unstamped paper, W a y Bills, Bills of Lading, Invoices, Receipts for
goods or money aud ocher documencs of a mercancile character, documents of Insurance and
ocher public Companies, all kinds of Manuscripc Music, che Manuscripc of Books and other
literary works, leccers aud pose-cards of old dace which have already served their original
purpose, and pupils' exercises either in original or wich corrections, but wichout any comment on
the work and ocher papers of a similar description.
Princed Papers and Commercial Papers muse be posced eicher without a cover or in an
unfastened envelope, or iu a cover which can be easily removed for the purpose of examination
without breakiug any seal, or tearing any paper, or separating any adhering surfaces. A packet
posced without a cover m a y not be fastened or otherwise crea:ed so as to prevenc easy examinacion.
Ic may, however, be secured with string. If closed against inspection it will be surcharged at
double deficiency at the letter rate of postage. If there is any mixture of commercial and other
paper*-* in the same packet the whole is treated as commercial papers.
In order co secure the return of packets which cannot be delivered the names and addresses
of cite senders should be printed or written outside.
The undermentioned articles are excluded from transmission ac che rate applicable to princed
papers :—
Postage scamps, whether obliceraced or not. and in general all printed articles constituting
che sign of a monetary value.

Saniples or Patterns of
Merchandise wichouc saleable value, aud {0) natural history specimens, dried or preserved animals
and planes, geological specimens, and scientific specimens generally, keys, fresh flowers, tubes of
serum and pathological specimens rendered innocuous by their mode of preparation and packing,
when sent for no commercial purpose. Packets containing goods for sale or consigned in
execution of an order (however small the quantity), or arcicles senc by one private individual to
anocher which are noe actually trade samples or patterns or sciencitfc specimens, etc., cannot be
forwarded by Sample Pose.
It is recommended chat every sample should be marked " Sample—not for sale " or other–
wise defaced in such a way as to render the article unsaleable in the ordinary way of trading.
