(a) The Borrower sh&ll:
(1) carry out stud1es for purposes

Bank for 1ts rev1ew and comment a proposed sched–
ule of charges for Project Water based

ava11able under the Project (f1rst ··year

opera–
tion). establ1sh charges for Project Water, wh1ch
shal1 apply equally to surface water and ground–
water, at levels suff1c1ent to recover the
we1ghted average of the full un1t cost

ground–
water and of a percentage of the un1 t cost
οί
surface water. wh1ch percentage shal1 be:
(Α)
for the f1rst year of operation not less than
45%;
(Β)
for the second year of operat10n not less than
55%;
(C) for the th1rd year of operat10n not less
than
65%;
and (D) for each year thereafter not
less than
65%.
(b) The Borrower shall:
(1) carry out stud1es for purposes of determin1ng the
appropr1ate level of charges for water made
available under:
(1) Operat10nal Irr1gation
Schemes; and (11) Pr10r Irr1gation Projects; and
not later than December
31, 1984,
or such later
date as the Bank may agree. furn1sh to the Bank
for its rev1ew and comment a proposed schedule of
charges for such water based

the results

such stud1es;
(11) estab11sh charges for water made available under
Operat1onal Irrigat10n Schemes at levels suffi–
cient to recover a percentage of the we1ghted
average un1t cost of ··.the water made ava11able
under such Schemes, whtch percentage shal1 be:
(Α)
for fiscal year

and (C) for

operat10n unt11 the s1xth year of operat1on not

30%. 40%, 45%, 50%. 60%

(Β)
for each year thereafter not less

(c) For purposes of this Section: (i) the term "un1t cost"
means fu11 operation and maintenance costs together with cap1tal
