"So fee is payable in respect of such proceedings ; but, in the case of copies of any orders
warrants or other proceedings being required by any other than the Commissioner or Principal
Officer of Customs of the District in which the proceedings are taken, or any person authorized
by either of them to apply on his behalf, then the copies shall be furnished on the same terms ,
and on payment of the same fees as are payable in respect of the furnishing of copies of the file of
proceeding; in a civil action, such fee to be applied and disposed of in the same manner as fees
