and of a tonnage of not less than 2.000 tons, that the hull, engines, boilers, and
other machinery and equipment of the steamer are sufficient for the service and
in good and safe condition for the carnage of mails, passengers and cargo, and
adapted for the humane shipping and unshipping of animals, and that the
serrice shall pronde adequato accommodation for not less than 50 first-class.
