in per.sou or by Proclamation, prorogue or dissolve the Council, and unless tiie Council l»e sooner dissolved.
the Elective Members shall hold their seats until the expiration of five your* from the date of the last
preceding Geueral Election. At the expiration of such live years the High Commissioner shall dissoiv- the
Council.
No business shall be transacted unless there be present six Members of tLe Council besides rhe High
Ccmmissioner or Presiding Member.
Either the English, Turkish or Greek language may be used in the debates of the Council.
