It is laid down in the Instructions nnder tbe Royal Sign Manual and Signet, dated the 9th August, 1907, that the
Executive Council of the Island shall, save as thereinafter provided, consist of such persons not exceeding four, holding
pnblic offices within the Island as the High Commissioner m a y by an Instrument or Instruments made in His Majesty's
name and nnder the Public Seal of the Island, constitute and appoint to be Members thereof. Whenever any such
Member shall die, or resign his seat in the said Conncil, or he absent from the Island, or lie lawfully suspended from his
office, or become from any cause incapable of discharging the duties thereof, the High Commissioner may by any such
Instrument JP aforesaid nominare any other person w h o m he shall think tit. being within the Isiand. tofillany snch
vacancy.
Ic addition to the Members appointed under the above-mentioned clause the High Commissioner may by an
Instrument made in His Majesty^ name and nnder the Public Seal of the Island, appoint any fit persons residing in the
Island, not exceeding three in nnmber at any one time, to be Members of tbe said Executive Council, and smuiuon such
Additional Members to the meeting of the said Executive Council on any occasion on which he shall think it desirable
to obtain their advice.
Provided that meetings of the said Executive Council shall be held to be duly constituted notwithstanding that the
said Additional Members may not have been summoned thereto.
If any elected Member of the Legislative Council of the Island be appointed au Additioual Member of the . said
Executive Conncil he shall cease to be such Additional Member as soon as he ceases to be Member of the Legislative
Council, and if any person who is not an elected Member of the Legislative Council be appoiuted to be au Additional
Member of the Executive Council be shall vacate his seat as such Additional Member at the end of three years from the
date of the Instrument by which he is appointed.
