Tbe valae on which ad valorem duties are payable is calculated on tbe value at the place of
shipment or purchase of tbe goods imported, with the addition of the cost of transport,
including insurance, necessary for tho importation of the goods into tbe Island, as far as the
port of iinal discbarge.
