MUNICIPALITIES
AND
OTHEK LOCAL BODIES.
T h e Municipal Cvancils (or Commissions, as the case mav be) are charged with the general superintendence and control
(excepting Police supervision) of the town, village or area denned as the Municipal limits, in manner regulated bj various
enactments :—
Their duties include :—
T h e construction and maintenance of streets, open spaces, public gardens and plantations, sewers and drains, public
fountains, privies and urinals. T h e lightinsr of the Municipal area. The cleaning of all streets aud open spaces, and the
removal of niirht soil aud refuse of houses. T h e provision of a good aud surficient. supply of water for the use of persons dwelling
within the Municipal limits. T h e provision of slaughter houses and the regulation of the slaughter of animals for food. T h e
establishment and regulation of markets, and the regulation of tbe sale of perishable goods and inflammable and explosive
substances. The inspection of food offered for saie und the destruction of such us is unlit for consumption. T h e supervision
of weights and measures and the provision of public weighers and measurers. The prevention of noxious and offensive trades
and the abatement of nuisances. The regulation of the construction of buildings and tiie demolition of buildings unrit for
habitation or in a dangerous condition. T h e provision of storage accommodation for inflammable and explosive substances
and generally the doing of snch acts as will promote the health, comfort and convenience of the people residing within the
Municipal limits. For these purposes the Municipalities have power, with the approval of the High Commissioner, to impose
rates aud other fees and charges as set out under * Sources of Revenue " and to make bye laws for regulating the various
matters coming within the scope of their functions.
Sources of Revenue :—
Rates on property within the Municipal limits, but, except in rare instances, such a rate has not been imposed: fees on the
slaughtering of animals; tolls and stallages in markets; rates on trades and professions: weighing and measuring fees: fees for
storage of inflammable and explosive substances: fees for building pennits aud legalization of contracts; rents of Municipal
properties and tines and penalties from prosecutions under the Municipal Laws.
