There should be a Session of the Council once at least in each year ; and the High Commissioner may,
in pei-sou or by Proclamation, prorogue or dissolve the Council, and unless tbe Council lie sooner dissolved,
the Elective Members shall hold their seats until the expiration of live years from the date of the last
preceding General Election. At the expiration of such rive years tbe High Commissioner shall dissolve the
Council.
No business shail be transacted unless there be present six Members of the Council besides the High
Commissioner or Presiding Member.
Either the English, Greek, or Turkish language may be used in tbe debates of the Council.
