It is laid down iu the Instructions under the Royal Sign Manual and Signet, dated the Oth August, 1907, that the
Executive Council of the Islaud shall, save as thereinafter provided, consist of such persons not exceeding four, holding
public offices within the Island as the High Commissioner m a y by an Instrument or Instruments made iu His Majesty's
name and under the Public Seal of the Island, constitute and appoint to be Members thereof. Whenever any such
Member shall die. or resign his s»-at iu the said Conncil, or be absent from the Island, or be lawfully suspended from his
office, or become from any cause incapable of discharging the duties thereof, the High Commissioner may by any such
Instrument as aforesaid nominate any other person w h o m he shall thiuk fit. being within the Island, to fill any snch
vacancy.
In addition to the Members appointed under the above-mentioned clause the High Commissioner may by an
Instrument made in His Majesty's name and under the Public Seal of the Island, appoint any fit persons residing in the
Island, not exceeding three iu number at any one time, to be Members of the said Executive Council, aud s u m m o u such
Additional Members to the meeting of the said Executive Council ou anv occasion on which he shall think it desirable

to obtain their abvice.
Provided that meetings of the said Executive Council shall be held to be uuiy •.-••usutiu-rd notwithstanding that the
su'ui Additional Members may not have been summoned thereto.
If any elected Mcmiier of the Legislative Council of the Island lie appointed au Additional Member of the said
Executive Council lie shall wise to be such Additional Member as soon as he <--e.i**es to be Member of the Legislative
Council, aud if any person who is not an elected Member of the Legislative
be appointed to be an Additional
Member of the Executive Council he shall vacate his seat as such Additional Member at the end of three years from the
date of tbe Instrument by which he is appointed.
