The Municipal Councils (or Com–
missions, as the case may be) are charged
with the general superintendence and con–
trol (excepting Pohce supervision) of the
Town, Village or area denned as the Muni–
cipal limits, in manner regulated by
various enactments.—
Their duties include:—
The construction and maintenance of
streets, open spaces, Public gardens and
plantations, sewers and drains, Public
fountains, privies and uriuals. The light–
ing of the Municipal area. The cleaning
of all streets and open spaces, and the re–
moval of night soil and refuse of houses.
The provision of a good and sufficient sup–
ply of water for the use of persons dwelling
within the Municipal limits. The provision
of slaughter houses and the regulation of
the slaughter of animals for food. The
establishment and regulation of markets,
and che regulation of the sale of perishable
goods and inflammable and explosive sub–
stances. The inspection of food offered for
sale and the destruction of such as is unfit
for consumption. The supervision of
weights and measures and the provision of
Public weighers and measurers. The pre-
ventiou of noxious and offensive trades and
the abatement of u -usances. The regulation
of the construction of buildings and the
demolition of buildings unfit for habitation
or in a dangerous condition. T h e provisiou
of storage accommodation for inflammable
and explosive substauces. A n d generally
the doing of such acts as will promote thu
health, comfort aud convenience of the
people residiug within the Municipal limits.
For these purposes the Municipalities have
power, with the approval of the Hi-trh
Commissioner, to impose rates and other
fees and charges as set out under " Sources
of Reveuue" and to make Bye-Laws for
regulating- the various matters coming
within the scope of their functions.
