PRINTED PAPERS, COIUIERCIAL PAPEP.S AND SAMPLES.
N o packec of newspapers, commercial papers or priuced papere muse exceed albs, in
wcighc, and che weight of a packet of patterns is limited to 12 ozs. The size of a packet of
patterns is limited to 12 inches in length, 8 inches in width, and 4 inches in depth.
If only partly prepaid they will be chargeable on delivery with double the deficiencv of
postage ; if unpaid thev will be 3Copped.
T h e articles wliich are entitled Co be sent at the rate applicable to Printed Papers are
mostly impressions or copies obcained upon paper, parchment, or cardboard, by means of printing,
lithography, engraving, photography, or any other mechanical process easy co recognise.
This description includes the undermentioned articles wholly printed :—Newspapers, books
(sticched or bound), periodical works, pamphlets, sheecs of music, visiting cards, address cards,
proofs of printing, plans, maps, cacalogues, prospectuses, announcemencs, circulars, aotices,
engravings, photographs, aud designs.
Besides these articles, there are some others which, though not printed matter, are admitted,
as, for instance, manuscript intended for the press (when sent with the relative proof), papers
impressed for the use of the blind, albums containing photogtaphs, and cardboard drawing
models stamped in relief.
Anyching, noe being of glass, usually attached or belonging to any of the before-mencioned
articles, in the way of binding, mounting, or otherwise, and anything convenient for their safe
transmission by pose, may also pass at the rate applicable to such articles, provided it is contained
in the same packet.
Proofs of printing or of music m a y bear corrections with a pen and may have manuscript
annexed to them ; circulars, etc., may bear die signacure of the sender, his trade or profession.

Commercial Papers comprise all papers or documents written or drawn wholly or partly by
hand (except letters or communications in the nature of letters, or other papers or doenments
having die character of an actual and personal correspondence), documents of legal procedure,

<>*oods or money and other documents of a mercantile characcer, documents of Insurance and

literary works, letters aud post-cards of old date which have already served their original
purpose, and pupils' exercises either in original or with corrections, but without any comment on
the work and other panen* of a similar description.
Printed Papers and Commercial Papers must be posted either without a cover or in an
unfastened envelope, or in a cover which can be easily removed for the purpose of examination
without breaking any seal, or tearing any paper, or separating any adhering surfaces. A packet
posted without a cover may not be fastened or otherwise treated so as to prevent easy examination.
It mav, however, be secured with string. If closed against inspection ic will be surcharged ac
double deficiency ac the lecter race of postage. If there is any mixture of commercial and other
papers in the same packet the whole is treated as commercial papers.
In order to secure the return of packets which cannot be delivered the names and addresses
of the senders should be printed or written outside.
T h e undermentioned articles are excluded from transmission at the rate applicable co printed
Postage scamps, whecher obliceraced or not, and in general all princed articles constituting
the sign of a monetary value.
The use of the Sample Post isrestrictedto (a) bond-fide Trade Samples or Patterns of
Merchandise wichouc saleable value, and (b) uacural hiscory specimens, dried or preserved animals
and planes, ecological specimeus. and scientific specimens generally, keys, freshflowers,tunes of
serum and pathological specimens rendered innocuous by their mode of preparation and packing,
when sent for no" eurnra<-*rcial purpose. Packets containing goods for sale or consigned in
execution of an order (however small the quantity), or articles sent by one private individual to
another which are notactually trade samples or patterns or scienciffc specimens, ecc, cannoc be
forwarded bv Sample Post.
