1. As all the routes available for ordinarv letters are not available for insured letters, the latter
m a y be longer in transit than the former.
2. Insured letters -will have all the safeguards of the registration svstem : and. subject to the
folio-wing reflations, compensation will be paid if they or any of their contents are lost in the Post.
3. Postcards or packets of '* Printed Papers'' or * Commercial Papers " or Sample Packets cannot
be insured. The lerrers to which the insurance system is specially applicable are those which contain
bank notes, bon Is. coupons, securities, etc.

dropped into the letter boxes or handed to Aiail ilessengers or Mail Coach Drivers.
5. Insured letters m a y not contain coin, anything male of gold or silver, precious stones, jewellery or any article liable to
Customs duty in the country of destination. *
6. Insured letters must not be addressed to initials or in pencil.
7. Every letter packet tendered for insurance must be enclosed in a strong cover, which must be securely fastened and
sealed with "fine wax. in such a w a y that it cannot be opened without either breaking the 3eals or leaving obvious traces of
violation. Envelopes with black or coloured borders m-ist not be used. Seals must be placed over each hap or seam of the
cover of a packet: a;_i if the packet is tied rounl with string or tape, a seal mast be placed on the ends where they are tied.
8. All the seals on a letter must be of the same kin . of wax. an 1 must bear distinct impressions of the same private device.
Coins must not be use 1 for sealing : and the device must not consist merely of straight, crossed, or curved lines which could
rea lily be iraitated.

the foregoing conlitirms as to packing an 1 sealin/. it is his duty to refuse to insure it. Nevertheless the onus of properly
enclosing and sealing the letter lies upon fche sen Icr: a-i I trie Post Office assumes no liability for loss arising from defects of the
cover or the seals which m a y not be observed at the time of posting.
10. The amount for which a letter is insure :1 (which mist not exceed its actual value) must be written by the senier both in
words anl in figures at the top of the aidress si ie of the cover, thus :—"Insured forfifteenpounds (£15), 373 francs." N o
alteration or erasure of the inscription is allows 1. If 3 mistake is made, the entry must be completely obliterated and an
entirely new one male by the sen ler.
11. The insuran-r-e fee in addition to the full pjsrage and registration fee must be prepaid by means of postage stamps which
the sen ler must affix to the cover of the letter.
12. As few stamos as possible should be 'use! to p r e p w the postage anl insurance fee. They must not be folded over the
eige of the cover, an"! when more stamps than on * are uset. they mast be affisel with spaces between them.

16. Comp-insatic-n not exceeding the insured valae will be grantel to the sender, or. at his request, to the aldressee of an

It shall also be withheld when it appears to the Postal A Iministration—
(ti) That the loss or damage has been cause! by the fault or negligence of the sender or arises from the nature of the

withheld.

17. The final decision upon all questions of co.-ipens-tion rests with the Postal Administration of the country in which the
.loss has taken place.
18. A n v insurance effected with the Post Office contrary to the foregoing regulations is invalid.
