RATES OF POSTAGE—continued.

No packet of newspapers, commercial papers or printed papers must exceed olbs. in
weight, and the weight of a packet of paccerns is limited to 12 ozs. The size of a packet of
patterns is limiced to 12 inches in length, S inches in widch, and 4 inches in depth.
If only partly prepaid chey will be chargeable on delivery wich double the deficiency of
postage ; if unpaid chey will bescopped.
The undermentioned articles are excluded from cransmission at che rate applicable Co printed
papers:—
Postage stamps, whether obliterated or noe, and in general all princed arcicles constituting
the sign of a uionecary value.
Princed Papers and Commercial Papers must be posted either without a cover or in an
unfastened envelope, or in a cover which can be easily removed for the purpose of examination
wichout breaking any seal, or tearing any paper, or separating any adhering surfaces. A packet
Josted without a cover may not be fastened or otherwise treaced so as to prevent easy examination.

In order to secure the return of packets which cannot be delivered the names and addresses
of the senders should be printed or written outside.
Commercial Papers comprise all papers or documents written or drawn wholly or partly by
hand (except leccers or communicatious in the nature of letcers, or ocher papers or documencs
having the character of au actual and personal correspondence), documents of legal procedure,
Deeds drawn up by public functionaries, copies of or extracts from Deeds under private seal
wriccen on stamped or unstamped paper, W a y Bills, Bills of Lading, Invoices, and other
documents of a merchantile character, documents of Insurance and other public Companies, all
kinds of Manuscript Music, the Manuscript of Books and other licerary works, leccers and post–
cards of old date which have already served their original purpose, and pupils' exercises either in
original or wich corrections, bnt without any comment on the work and ocher papers of a similar
descripcion.
Proofs of printing or of music may be;ir corrections wich a pen and may have manuscript
annexed co them ; circulars, etc., may bear the siguaenre of the sender, his trade or profession,
place of residence and a dace. A book of Chriscmas and N e w Tear's cards may have a dedication
or complimentary inscripcion in mauuscripc and princed or lithographed scock or share lists, prices
current and market reporcs may have the prices added in wricing. Compliments r.oc co exceed
five words may be wriccen on visicing cards senc ac che Book race of Postage. Mechanical repro–
ductions (noe Itss chan 20) of a manuscripc or type-writceu original maypass as princed papers
if handed over che Pose Office Couuter. Albums coucainiug photographs* may pass as princed
papers.
