If the Auctioneer be a person other than tne Mukhtar of the village
or quarter in which the auction is held, and if the auction is appointed
to be held in a place at a greater distance than 5 English miles from
his usual place of residence he is authorized to charge double the above
rates, but in no case may he receive more than half the amount bid
