one yeai* immediately preceding the Slst day of M a r c h in a n y year been left unculti–
vated a n d uncropped, ths holder shall, o n the Slst of M a r c h , be liable to pay a Fallow
T a x of ls. per d o n u m for all such land left uncultivated a n d uncropped as shall exceed
the proportion of two-thirds to the whole of the holding capable of cultivation.
